Troopers called off the pursuit a short time later as they neared Robinson Jones Elementary School on W. 150th.

Kelley was located on March 27 and charged with misdemeanor failure to comply and operating an ATV on a public highway.

Troopers said tips from the community helped them track down Kelley and during his interview he confessed to being the driver.

Kelley is out on an O-R bond and will be back in Cleveland Municipal Court on April 30.
