The root of the problem was a construction project running behind.

According to the Ohio Department of Transportation, the project on I-480 between Warrensville Road and I-271 was scheduled to be completed at 5 a.m., but workers weren’t able to clear the scene until 7:30 a.m.

Construction workers are in the process of resurfacing I-480, between Warrensville Center Road and Emery.

The start date was April 15 and they expect to be finished by September 2019.

ODOT says they are working with the contractor Karvo Companies out of Stow to make sure this does not happen again.
