Wanted: Reward Offered For Dangerous Convicted Rapist

(WOIO) - The Northern Ohio Violent Fugitive Task Force is offering a reward for information which would lead to the capture of fugitive Antwan Phelps.

Phelps is wanted by the U.S. Marshals and the Cuyahoga County Sheriff's Office on charges of felonious assault, escape, failure to register as a sex offender and improper discharging of a firearm. In December of 2008 it is alleged that Phelps and his victim had an argument at their apartment building earlier in the day. Later that evening Phelps drove his car up to the victim's window and discharged a firearm 3 times into the apartment window directly above a sleeping child. Phelps then sped away. Phelps is also a convicted rapist that is currently non-compliant with his sexual offender registration requirements.

Phelps is a 41-year-old black male standing approximately 6'03", and weighing 245 pounds. He has black hair and has brown eyes. Phelps has family members and contacts to assist him on the southeast side of Cleveland and is believed to be hiding in the Shaker Heights. Phelps has had a previous address on the 3600 block of Hildana Avenue.
