CLEVELAND, OH (WOIO) - When it comes to leadership, Mayor Frank Jackson received a "D+" from the police union.
The near failing grade comes on the heels of dozens of layoffs.
Cleveland Police Union President Stephen Loomis has accused the mayor of "failing to rid the city of top heavy administrators and that he is allegedly unfair in refusing to ensure that layoffs include people from various city services arenas other than police, firefighters and other middle class and lower middle class types."
67 police officers were laid off last week. 52 of them just graduated from the Academy in October.
