CLEVELAND, OH (WOIO) - A substation on the border of Cleveland and Lakewood went out around 10 p.m. Sunday evening and left 40,000 westside residents without power.

First Energy tells 19 Action News that the last block of homes without power was restored around 12:40 a.m.

The hardest hit areas were Rocky river, Westlake, Fairview Park, North Olmsted and Lakewood.

There were reports of police helping people trapped in elevators in some of Lakewood's high-rise apartments. Other concerns, people who rely on electric-powered oxygen and other medical equipment in their home.

Generators were also used to power traffic lights.

The substation was up and running without problems Monday morning.
