U.S. Marshals seek fugitive on kidnapping charges

(WOIO) - The Northern Ohio Violent Fugitive Task Force is offering a reward for information which would lead to the capture of fugitive James Spencer Jr.

Spencer is wanted by the U.S. Marshals, and the Cleveland Police Department on charges of Kidnapping. On July 8th, Spencer and another male kidnapped a 15-year-old victim and took that person to 765 Eddy Road in East Cleveland. Once there, the two males took their victim into the basement of the residence and severally assaulted the person. After beating the victim, the two males stabbed the person multiple times, wrapped the victim in plastic wrap and duct tape and abandoned the victim in the basement. The assault is believed to be in retaliation for a television that was taken from one of the two suspects. Spencer has a long history of violence in his background. The other male suspect is currently in custody. Spencer is believed to be driving a 2008 black Dodge vehicle with plate ENC2839.

Spencer is a 43-year-old black male standing approximately 5'09", and weighing 250 pounds. He is bald and has brown eyes. Spencer has numerous family members throughout the Cleveland area. Spencer has previously resided on the 100 block of Flora Avenue in Bedford. Spencer also is known to be in the area of Eddy Road and St. Claire Avenue in East Cleveland.
