It is against the law to text and drive in the city of Cleveland, but the law is not really being enforced.
In 2010, 40 tickets were given out with a total of $1,075 collected in fines.
In 2011, up until June 29th, just 16 tickets were given out with a total of $115 collected in fines.
The Ohio House recently passed a bill to ban texting and driving statewide.
The Ohio Senate will now vote on the bill before it goes to the Governor.
