Fraud?: Did a Lorain official disregard voting laws?


Robert Gilchrist is the former Service Director in the city of Lorain, who recently took over as the head of the Lorain County Community Action Agency. It's serious work but it appears Gilchrist didn't take laws regarding where you vote very seriously.

The agency Gilchrist heads delivers important services to the most vulnerable in Lorain County. Head Start, Home Energy Assistance, Emergency Food and Shelter. These days he's at conflict with another agency. The Board of Elections that makes sure everyone votes where they are supposed to.

Records we reviewed show that Gilchrist voted in Ward 2 Precinct A. That gives with the address he listed, an apartment at 401 Broadway downtown. One problem, he actually lived in this home on fields way which is more than 6 miles away. He was casting votes for candidates and issues that he had no business having a say in.

The allegation that Mr. Gilchrist voted illegally are actually more than mere allegations. The Lorain County Board of Elections investigated his voting history and found that since 2009 he voted in the wrong precinct 4 times and only registered in the correct precinct this month after questions were raised.

The Lorain board's review included property records of the home Gilchrist actually lived in as well as rental records showing when he left and concludes that he voted incorrectly. Is it illegal? When asked, Gilchrist referred 19 Action News to his attorney, Former Secretary of State Jennifer Brunner.

Jennifer Brunner told Reporter Paul Orlousky the matter is under discussion with the prosecutor and doesn't understand why its gotten to this level. The Board of Elections has referred the matter to both the prosecutor and the current Secretary of State.
