911 calls released in teen girl's dragging death, vigil planned Wednesday night

Cleveland Police are investigating Sunday's death of a 16-year old girl as an accident.

Monday police released a 16-year-old boy after questioning him in the dragging death of Rosaura L. Oquendo. He was with his father when he surrendered Monday evening.

Police say First District zone cars responded to W. 81st Street around 10:30 PM Sunday night for a female dragged by a vehicle. Once on scene, officers located Oquendo, who was unresponsive. EMS was notified, responded to the scene and took her to MetroHealth Medical Center where she died. 

The preliminary investigation revealed that Oquendo and the suspect were arguing. The suspect was operating a maroon Jeep and Oquendo was standing outside of the suspect's vehicle on the driver's side. During the argument, the suspect pulled off dragging the Oquendo down the street. She fell from the vehicle striking the pavement and the suspect fled the scene without stopping. 

Josh Ruiz was her friend and is angry. He wants to know why the driver of the car didn't stop.

"I know he heard her screaming and didn't stop. He just kept going," said Josh Ruiz.

Sara King was driving by and stopped to help. She called 911.

"I was driving by and saw someone in an SUV dragging a girl behind him," said Sara King.

King says Rosie was hanging onto the car for only a few feet and somehow ended up on the ground.

Richard Bettis says he will never forgive the driver and doesn't see how Rosie's parents will either.

"This is their only child. And if someone took your only child are you going to say I forgive you?   That's not going to happen," said Richard Bettis.

A vigil for Rosaura has been planned for tonight at 7PM in the teen's neighborhood. Thursday would have been Rosaura's 17th birthday.

Family members have set up a fund in Rosaura's name to help with burial expenses. You can make donations at any U.S. Bank.
