Cleveland Municipal Court Bailiff, Clerk of Courts employee indicted

Cuyahoga County Prosecutor Bill Mason announced that two individuals, a Cleveland Municipal Court Bailiff and a Cleveland Municipal Clerk of Courts employee were each indicted on a charge of theft in office for keeping approximately $5,000 in fines and court costs.

53-year-old Glenn Webb and 50-year-old Aisha Muhammad were charged after an investigation by Cleveland Police uncovered a scheme in which the defendants took money from traffic court violators and minor offenders between January 30, 2009, and June 7, 2010.

After the Municipal Court Magistrate imposed fines and/or court costs, Webb would approach the unwitting offenders and state that he could accept their payments, which he did without providing receipts. Unbeknownst to the offenders, the money was not turned over to the court system. Muhammad, who worked as a clerk, would then place into the record that the fees were being dismissed.

Muhammad was indicted on eleven additional counts of tampering with records for each person whose record she altered. All of the counts in the indictment are felonies of the third degree.

Prosecutor Mason said, "It takes an incredibly bold criminal to steal directly from the Municipal Court System. These two individuals will be held accountable just like the defendants that they processed on a daily basis."
