According to Cleveland Police Chief Michael McGrath, 13 Cleveland police officers were involved in the chase and all have been placed on leave.
Police also say 137 rounds were fired at the victims during the 20 minute chase.
Cleveland Police Chief McGrath says the chase began because there was a report of initial shots fired out of the victim's car.
East Cleveland Police Chief Ralph Spotts tells 19 Action News that when the Medical Examiner's Office removed the bodies there was no gun found in the car and no shells either. They are still investigating if there was a possible weapon at any point during the chase.
