Police: Drunk man bites neighbor's face during argument

Two men are facing charges after a violent attack in Norwalk over the weekend.

The assault happened Sunday night around 9 p.m. on Arlington Road.

Officers arrived to find the victim, Scott Hall, with a significant injury above his left eye and bleeding profusely.  It also appeared as if the chunk of skin had been completely bitten off. Hall also had injuries to his hand and right side of his face.

Hall told police that his neighbor, identified as Roger Oats, and Ronald Mantz came to his home while drunk and confronted him concerning a court complaint.

Hall then claims he was rushed by Oats and his friend, and said he was bitten by Oats above his left eye, causing injury to his head.  

The men then fled the scene.

Officers found the suspects at Oats' home. They originally refused to leave the house, and when they finally did, they were combative with officers. Oats was tasered and officers were also forced to use a drive stun to his back and shoulder to gain control of him. Mantz, whom officers say was belligerent and yelling, was taken to the ground and handcuffed.

Both men appeared to be highly intoxicated.

According to the police report, Oats admitted he made a mistake by going to Hall's home, but said Hall was the first to throw a punch.

Charges include felonious assault, resisting arrest and obstructing official business.
