Double Dipping Investigation: Veteran politician retires, nominates himself as replacement

A 19 Action News investigation into the re-election of Cleveland City Councilman Ken Johnson.

The former, or present, Ward 4 Councilman retired at the end of the year, but recently got re-elected by nominating himself to be his replacement.

Johnson will now be double dipping by collecting a salary and pension - and it's all legal. 

Usually, councilmen will retire and then re-run for office. If re-elected, then the councilmen will double dip. Other councilmen have done it that way, but Johnson found a new and unique way to double dip.

" I did not want to do it undercover. I wanted everyone to know and realize what I was doing," Johnson said. 

There are currently 19 members on Cleveland City Council.
