Editorial: Sweeney's secret

Cleveland is a city of almost 400,000 people. 

But the plan to re-configure the city's ward map was engineered almost entirely by just one man:  City Council President Martin Sweeney. 

The ward make-over is required by law, reflecting a population shift within the city and the subsequent loss of two council seats.

Sweeney, with the help of a $175,000 consultant, did his map-making in secret.

No surprise really since political gerrymandering is best done in secret. 

There was only one public meeting and that was after decisions were already made. 

Even his colleagues on the council complained that they were left in the dark.

In the end, of course, the majority of council members voted to back Sweeney's new ward plan. 

And why wouldn't they?  Their wards were left largely intact.
