A Summit County plumbing inspector has resigned after 19 Action News found him killing time on the job doing nothing at a parking lot in Cleveland.

By email, The County Executive's Office told us the worker was Joe Gorley, who had been earning more than $50,000 a year.

Last week an angry taxpayer tipped us off about a Summit County vehicle sitting in a strip mall lot at East 40th and Community College in Cleveland.

We found Gorley there reading a magazine for well over an hour.

People at the complex told us they had seen the same truck and driver there again and again.

When we approached, Gorley said he had a meeting, and then he sped off.

The county told us Gorley resigned after he was confronted by his bosses about the incident.

The County Executive's office refused, however, to talk to us on camera.

We wanted to know how Gorley had been getting away with it, shouldn't a boss have been watching?

In an email response, the county says it's now putting GPS locators in all building standards vehicles.
