(RNN) – The Affordable Care Act will turn 4 years old Sunday, and according to a new Pew Research Center poll, the Obama administration's signature piece of legislation remains unpopular with the American public.

In Pew's latest survey, released Thursday, 53 percent of Americans disapprove of the healthcare law, while 41 percent approve of it. A previous poll conducted by Pew and USA Today in September 2013 show the results almost unchanged.

Pew says the divide is mostly along partisan lines. The polling shows 72 percent of Democrats approve of the law, compared to just 8 percent of Republicans and 37 percent of Independents.

For Republicans, the divide between whether the healthcare law should be abolished or not is divisive, with 43 percent wanting Congress to "make the law fail" and 40 percent wanting Congress to make the law work. The poll did not clarify whether "make the law fail" refers to overturning it or simply not supporting efforts to make the law work.

Pew says that nearly 97 percent of all Tea Party Republicans disapprove of the law, with 60 percent wanting their elected representatives to oppose it.

The divide over Obamacare is also seen in demographics: Pew said "nearly two-to-one more whites disapprove than approve of the law," while 77 percent of blacks approve of the law. Among Hispanics, approval and disapproval is split at 47 percent. That's down from 61 percent approval in September 2013. 

Millennials, at first disenchanted with the thought of healthcare, now think of the ACA more favorably, approving of it more than older Americans. Pew reports that 50 percent of Americans under the age of 30 approve, opposed to 47 percent of those who don't.

For Americans ages 50-65, only 38 percent approve, while 55 percent disapprove of the healthcare law.

The Pew findings come with just 11 days before the deadline to sign up for 2014. Because of initial glitches with the website in October, the deadline was pushed until March 31. Uninsured Americans who miss the deadline will have to pay a penalty incurred on next year's tax return and have to wait until open enrollment begins anew in November.
