EAST CLEVELAND, OH (WOIO) - Some East Cleveland residents are complaining about an unwanted neighbor, saying a man who has moved into abandoned homes is dangerous to the community.

"It is a serious threat to the welfare of this community," said Ward 4 Councilman Mansell Baker.

At a nearby home, the man has illegally turned on electricity. Both homes are located in the 14000 block of Elm Street. The sexual predator is squatting in a house that's a stone's throw from an elementary school. Whether coincidence or by design, it is the perfect location.

Community activist Gerald Strothers has been tracking the sex offender and has his picture from the Cuyahoga County registry's website

"This case -- it happens to be criminal. We've got a lot of abandoned houses, where he can bounce in and out," said Strothers.

Baker points out that the sex offender's current address is not registered with authorities as required by law, which seems as though he is trying to set himself up to prey again.

"It would appear so. He's lying there undetected," said Baker.

Baker voices the obvious concerns of neighbors.

"They feel very uncomfortable with him being around the children in the area," he said.

One possible solution Baker suggests is having the sheriff's office add extra patrols in the area. Police say they're investigating, but have limited resources to monitor the overwhelming number of abandoned homes.
