Stuttering prevents Cleveland police cadet from graduating

We've  found a Cleveland Police cadet was stopped by City Hall from graduating last week at the last minute, due to a stuttering problem, even though he had completed the police academy.
 
Earlier, we had reported cadet Brandon Smith was stopped from graduating at the last minute, due to his involvement years ago in a shooting in East Cleveland.

Cleveland City Hall identifies the second cadet as Stephano Jackson. 

Last week, the mayor said Jackson been held back from graduating due to his "performance" in the academy. We pressed to find out more, and multiple sources confirm the issue is stuttering. Not clear why that just became an issue after Jackson completed training in the academy.
 
We've learned the city will consider getting him some help with the goal of getting him on the force.
 
The future of Brandon Smith has not been decided yet.
 
The police union considers the city  in "breach of…contract" with the cadets.
