EAST CLEVELAND, OH (WOIO) - The cold is bone chilling but most people can warm up inside their homes. That's not the case for the people living in the Beverly Terrace Apartments in East Cleveland. They have no heat.

It is so cold at Beverly Terrace that pipes have burst and the running water has frozen on basement walls.

We also found ice and icicles that had been chiseled from walls.

Our Paul Orlousky got a chilly reception when he visited the complex looking for answers.

He says the men in the maintenance garage were upset when asked about problems at the complex.

Kaniesha White huddles by a space heater.  She can't wait to get to work to get warm.  She was moved by the sight of an elderly woman in a downstairs hallway.

"She was sitting in the hallway with a space heater because it was so cold in her house in her apartment that she couldn't go inside," said White.

White tried to call the landlord, saying, "You're not gonna get an answer, most of the time."

No one answered.
