PARMA, OH (WOIO) - Parma's director of public housing stepped down Tuesday amid controversy.

Lev Kulchytsky resigned his position after allegations of theft involving a former employee and an administrative review by the U.S. Department of Housing and Urban Development.

The HUD review was released to Parma Mayor Tim DeGeeter. In it, HUD officials found instances of non-compliance with federal regulations and misappropriation of federal money, all of which created financial risk to PPHA.

DeGeeter requested the HUD administrative review soon after city and federal authorities began investigating an employee in September for an alleged theft of an undisclosed amount of money.

That employee was fired shortly after the allegations surfaced. The criminal investigation is on-going.

Mayor DeGeeter appointed the former director of the Cuyahoga Metropolitan Housing Authority's Housing Choice Program to serve as interim director.

Priscilla Pointer-Hicks will serve in that role until a permanent replacement is found.

Mayor DeGeeter stresses that services to people needing housing have not and will not be disrupted, and that no local tax dollars were lost in the theft.
