DOWNTOWN CLEVELAND, OH (WOIO) - A three Judge panel has begun hearing evidence in the disciplinary case against Cleveland Municipal Court Judge Angela Stokes.

The Disciplinary Council's attorney began by telling the panel that when people walked into her courtroom they walked into a courtroom that was ruled by a "reign of terror." He says she looked down on defendants, showing no regard for people's time or feelings. He calls her behavior "downright despicable".

Judge Stokes is represented by a team of three lawyers. Her father, retired Congressman Louis Stokes, is present as an observer. It is believed that former Municipal Court Presiding Judge Larry Jones is expected to be the first witness followed by current Presiding Judge Ronald Adrine.

The panel will make a recommendation to the Supreme Court which will make the final decision on the case.
