Man accused of killing a wheelchair-bound man while drag racing turns himself in

CLEVELAND, OH (WOIO) -

Two drivers were drag racing in Cleveland when a man in a wheelchair was struck and killed, police said.

One of the driver's, Israel Lugo, Jr. turned himself in Friday and appeared in court Monday morning. 

He pleaded not guilty and bond was set at $10,000. 

Police said the two cars were going well over the posted speed limit of 25 mph on West 25th Street Oct. 13 when both drivers lost control and struck and killed John Kudryk, 55. He was crossing West 25th Street at Holmden Avenue.

Police said Lugo fled the scene and had his 19-year-old son call 911 to report his vehicle stolen and then filed a false police report. 

Lugo is charged with aggravated vehicular homicide, aggravated vehicular assault, leaving the scene of an accident and obstructing official business.

The other driver, Deonica Pannell, 21, was also charged with aggravated vehicular homicide and aggravated vehicular assault.

Her 20-year-old passenger was taken to MetroHealth Medical Center with serious injuries.
