Giuliani Says He Can't See The Changes In Iraq

NASHUA, N.H. (AP) - Republican presidential candidate Rudy Giuliani says he can't judge whether President Bush's troop surge in Iraq is working.

The former New York City mayor has been in New Hampshire today, meeting with business leaders in the first-in-the-nation primary state. He told reporters he couldn't evaluate the ten-week-old troop buildup. But Giuliani did say what he thinks will bring victory in

Iraq and that's helping Iraqis rebuild their country. Like his top rivals for the G-O-P nomination, he has been backing President Bush on his decision to send more troops to Iraq. But he has not been to Iraq.
