Carl Monday Investigation: Who owns dog in fatal Shaker Heights attack?

SHAKER HEIGHTS, OH (WOIO) - Shaker Heights Police say they still don't know who owns the dog that attacked and killed 71-year-old Annie Williams on Sunday.

Jerome Green is the owner of the home, where the incident occurred, but does he own the animal, or was he watching it for someone else?
Chief WOIO Investigator Carl Monday spoke briefly with a woman who answered the phone at that address. When Monday asked her if Green was the dog owner, she hung up the phone.
The family of the victim has already contacted Akron Attorney James Slater, whose firm specializes in dog attacks. At this point, Slater doesn't represent the family, but he told Monday that in general, the law says both the home owner and dog owner, whoever that is, could be held liable for civil damages under the law. Any criminal liability would be up to the local prosecutor. 
All dogs in Cuyahoga County must be licensed. WOIO confirmed that no dog is licensed at the address where the attack occurred.
Police say they have no record of any previous incidents at the home, but they have received other animal complaints in the neighborhood and plan to find out if those complaints are related to Sunday's tragic attack.
